Kyrian or Venthyr for sub pvp and some pve on the side
It doesn’t matter. If you pick the fotm covenant, Blizzard will nerf it a matter of weeks. It’s what they do.
Many rogue players have been chasing “the best” covenant since the first day of the expansion. Every few months Blizzard will make a change and new “best” covenant rises to the top.
