It’s actually great now and can be used to cheese certain mechanics when you get to max stacks.

BM has CD-less builds available for both raid cleave and M+/dungeons.
Is “cooldowns are out of control” the new “button bloat?”
Or take things off the GCD so i can macro them into other abilities. Like HST. Its a chore to cast those damed things.
This is really what any sort of “talent system” should be. Instead, anything that even comes close tends to have its alternatives be noob traps (Rune of Power). All the simplification options tend to come down to whether you’re willing to accept the indignity of playing Beast Mastery or the most mongo melee of the season.
Talent trees should have had choice nodes on some active ability slots to offer passives, just putting passives in the tree doesn’t work because you can pick almost everything good anyway.
Yeah, I liked the MoP talent system in principle, thought it had too many “Timmy cards”, “noob traps”, and “no-brainer picks” (the latter applying even if it violates your playstyle). Blizz will make every passive a Timmy card if they can get away with it.
I still really like the openness of the new system, but I do think the best way forward is some synthesis of the two.
I also really like hero talents, but maybe I’m bias on that one cuz all of the priest ones slap from a gameplay PoV and they’re actually competitive with eachother.
Oh god I hate my Unholy DK because of that. Its not as bad as DF, but you have to manage runes, runic power, ghoul, and the short duration DoTs. Once every few mins you do Godly levels of damage because they all align then your back to maintaining till the next alignment.
Balance druids are even worse somehow.

There used to be some classes that were less cooldown dependent like shadow priest and both shaman specs, but the game design in general favors classes with big burst and the class design changed to match that.
Its the worst kind of gameplay in my opinion
