It’s easy if you’re a DH, your rotation is already 4 buttons, 5 tops.
Depending on what content you do and what spec/talent you play, it could. I currently play WoW with keyboard and mouse with no more than 24 slots and nearly half of them are unused depending on spec/talent.
I have a 24 button one 25 if you count the push down function on the thumb joystick.
You hit the freeze trap button, then the misdirect button, then the tar trap button, then attack the 3rd target, then hit the feign death button… 
Disengage only goes in one direction, the one you’re not facing. So you would… ahem… face in the opposite direction you want to disengage.
If this is complicated, then it definitely…

OP you might want to consider a gaming key pad .
They are multi button controllers that put all your key binds under one hand.
All you would have to do is use your regular keyboard to set up your buttons in game then bind them to the key pad .
Come back to me when you beat 5 masked vision run with your awesome controller. Or join a Mythic + with Affixes with just a controller. Let me know how awesome it would be. Let me see it when you join our raid, I would be the first one to kick you when you die on a simple mechanics with your awesome controller.
It works fine for that game because FF14 was a console game first, later ported to PC, so the entire GUI was built first for a game pad.

You can use one here, just requires third party help.
Bro, there are some pretty difficult raids in FF14 that people do just fine with pads.
They work fine.
It’s not 2004 anymore.
It’s not just 16, i’ts more like 16 face plus another 24 modifier so like 40 buttons easy.

Addons are not fully functional, nor integrated.
Yea, controllers are becoming increasingly common on pc (just like mouse and keyboard on ps4), game companies should really embrace it.
and then you can stack tabs on top of each button, so as to be virtually limitless.
It really makes me wonder if these people play games other than WoW.

Which I don’t understand, I mean I can accept the possibility of you not reading the post about the addon, but the people who agree with you had to read his post before reaching to your post.
I don’t get how people can fully process something and then proceed to ignore it. Just a small curiosity, if anyone could fulfill that’d be greeeat.

The OP did not even mention or imply that he wanted the game itself to revolve around it, just controller support.
