Consume Flame does not get the 30% bonus crit damage from Spellweaver’s Dominance. I have tested this extensively on target dummies and sim data confirms the finding.
I have not tested with Exhilarating Burst, and the buff from Culminating Blasphemite is too small to reliably tell the difference, but I would assume that Consume Flame fails to benefit from these buffs as well.
My guess is that the change made in season 1 to the way Consume Flame damage/healing is calculated in order to prevent it from double-dipping from versatility also inadvertently caused it to ignore crit modifiers like Spellwaver’s Dominance, Exhilarating Burst, and Culminating Blasphemite. For all I know, it may even also ignore the crit damage reduction effect in PvP.
EDIT: Forgot to mention that Consume Flame also fails to benefit from the Shattering Star debuff, whether the effect is on the Engulf target or the splash target.
I would assume the damage just ignores all damage modifiers, whether they are crit-related or not. Kind of a big deal for players like me who try to spend the precious few GCDs we get in a Shattering Star window on Engulf/Consume since it’s supposed to be one of our hardest hitting abilities, which has apparently instead been a complete waste of those windows due to this failing interaction. Also, our entire tier set this season is based on Shattering Star but can’t interact with one of our largest sources of damage.
