Plenty of games have similar if not more restrictive systems and its never really a problem, heck even treated as a plus to the game as it allows the player to experiment with different build types to see what works and what doesnt.

I dont understand how having things like this be restrictive encourages people to try different builds. If anything it encourages people to look up a guide then never change them again if they are had to change back if they make some bad choices.
