Hi Admin, I have completed the quest “Turbo Boost: Trade must flow” but the NPC “ Fixer So’kir” is not there outside the great vault in Dornagal. I have already used game option to scan/repair game, deleted cache/WTF folder and reloaded game but to no avail. Appreciate your help please!

I am having the same problem. Ticket reply (after the first robot-reply) told me to reset UI. I did to no avail.

Just did this and no Fixer So’kir? And no response from Bliz… ugh
have same issue, google no help, UI has been reset
I was having this issue, and the fix for me was to complete the campaign on any character. The instant this happened, Fixer So’kir appeared exactly where he was supposed to be, on all of my characters.

Tried running the raid this week and last week and nothing

Completed the campaign and still no luck. Has to be a bug on blizzard part; they just need to fix it and take the accountablility and quitting sending people on this goose chase.
I had the same issue, with Fixer So’kir not appearing. Today I completed the campaign (which included cinematics of the Horde and Alliance npcs arriving to Dornogal) and now I see the Fixer. So I can confirm, for me, after completing the campaign (and receiving a popup that the campaign was completed) he now appears.
By complete the campaign, I assume you mean go through all the main story quests in all of the zones of the expansion?
Why do they even make the quest available so early if you can’t even complete the damn thing? 
Even just a ‘do the quest objective, and turn it in to the npc after completing the war within campaign’ (in the quest text) would have at least given us some direction.
