It’s a promotional item, to get people to play Hearthstone. If they made it available any other way, it defeats the purpose. Like many other promotions (Hearthsteed has already been given as a similar example), I think it’s fine to limit it to one obtainable route. Either play the tutorial, or don’t obtain the mount. It’s so easy, I’ll be doing it, day 1. Might take 20-30 minutes…
