Combustion talent to proc Rune of Power

I can’t find anything that addresses my question on this topic, which is…
When Rune of Power “procs” from using Combustion does it activate the global cooldown for R.o.P? Also, do you have to be talented in Rune of Power for the chance of a proc when casting Cumbustion?

Rune of Power activates when you activate Combustion. It doesn’t activate the global cooldown for RoP, but RoP doesn’t stack with itself either. Also, yes you need to be talented in RoP in order to have it activate when you activate Arcane Power, Combustion, or Icy Veins.
