I did the timewalking raid and received a cloak from the box at the end of the raid for completing the quest. According to this bluepost (The War Within Hotfixes - August 14 - #54 by Kaivax) receiving that cloak was unintended behavior and has now been fixed. Myself and other players are significantly behind in the gearing process because we received a cloak from this guaranteed piece of heroic gear and are at a disadvantage to other players in terms of progression. For Myself and those that obtained a cloak from this source outside of intended behavior I would love the cloak to be removed from my inventory and replaced with the loot box that I received from the quest or a new piece of heroic level gear

I to was hit by the Cloak in the heroic timewalking item chest. Its very disheartening to be told cloaks are removed from season 3, then get a cape because I have to rush through weekly content as i dont have time on the weekends to play, only to find out this bug was effecting loot and if i could have waited i wouldnt have ran into this issue. I would love to see a fix for everyone who obtained a cloak from the timewalking heroic box as currently im behind a heroic item to my Peers and that just feels bad 
The Delvers journey hotfix fixes the stuff for everyone who was effected so i dont see why the same cant apply here. Heres hoping making noise here and the feedback/suggestion button will get this fixed for those effected

This is what Game Master has suggested for me to make as they are unable to replace or exchange items according to the ticket I made. I was told it would be up to the developers to give out replacements and I should make a bug report.
It isnt about being unlucky. When the rewards for a quest are changed midway through a week it creates an unfair opportunity for players. I would have a similar issue with players abusing a quest to get more loot earlier in the week and would expect those rewards to be removed if that quest were fixed or nerfed midway through the week.

I ran the TW raid today and received a cloak as part of the loot drop. The one I received was the “Winter’s Frigid Embrace”. I’m guessing that hotfix didn’t go into effect, or it missed a few things.
