I don’t like doing Delves to get my belt or my powers for it. But I did it. On all my Alts. I didn’t post about changing it, simply because I enjoy raiding more.

The cloak and its effects are a major feature of the patch - the raid items simply support that effect.
At any rate, people who don’t Raid were given the chance to get Raid gear with the Puzzling Cartel chips - it stands to reason this will happen for the next raid, as well. So these items are likely to be purchasable down the line.
