I wouldn’t be surprised if the devs see the issue with boosting in pvp, want to fix it, but are told not to fix it because it’s making the company money. Someone at blizzard sees it as a happy consequence.
Could be devs saw it coming but someone at blizz jumped for joy because of the foreseen boosting
