If you’re looking for the most populous servers, the Whitemane cluster (PvP) or the Mankirk cluster (PvE) are your best bets.

I’ve personally found more fun and engagement with the game after I going the micro community of Grobbulus. There are others like Deviate Delight and Bloodsail buccaneers that have small active communities that also seem wonderful.
