I was kind of hoping the Dungeon 2 set quest upgrade would just happen to fix this on the recolor, but the green glow of the right shoulderpad of both sets has been missing since release and it’s very disappointing and visually unbalanced. I’d be incredibly appreciative if this could be fixed.
Reporting Classic bugs here probably won’t help. There’s a dedicated Classic Bug Reports forum for that.
