That is what happened going from MoP to WoD and then WoD to Legion.
BlizZard has a habit of doing that and then relying on rental shenanigans to fill the gaps which feels bad to play as we saw during the Legion, BFA and Systemlands era. They decided to come out of their dream state and find their sanity with DF and TWW but returning player power into classes and specs.
But it seems they are heading down the same path with Apex talents in Midnight and what they probably are planning to do with Last Titan.
