Guess the NPC will only be there after you unlock the Nazjatar? I do not see Gila on my 60 alliance to start the quest chain.
Yes that’s correct - You need to unlock Nazjatar and carry the quest line up to the point where you have the portal back to Boralus (Alliance) or Zuldazar (Horde), and the followers open to accompany you. Magni Bronzebeard appears for a short quest chain. You can then pickup the quest in Boralus near the flight master or Stormwind Embassy depending. On Horde side there are goblins that appear near the Great Seal talking about Mechagon. The tricky part may be, doing the “Operation: Mechagon - The Mechoriginator” dungeon at the end of the quest chain. Since you’re likely already above level 51 by then your LFG will be pointing to Shadowlands instead of BfA, if so you can’t queue for it. Though worry about that later as others have explained…

Bit of a tip:
Since Blizzard doesn’t seem to understand their own game and the requirements to unlock mechagnomes work if you have played on the horde side.
Even if you have have the [The Mechagonian Threat] from the horde side you still need to do on it the Alliance toon for some silly reason.
REPLY: ironically I didn’t run to this issue but i did need mechagon unlocked for the questline to appear
if you need the quest Fame Waits for Gnome One you will need to unlock nazjatar starts with quest sending the fleet to get it then it will show up in the embasy to get Fame Waits for Gnome One from there you should be able to unlock mechagnomes
ps this is if you have all the requirement needed just cant see the quest Fame Waits for Gnome One in the embasy
I havent played this game in a like a year, but Im just suprised that the requirements to unlock allied races even still exist… man blizzard never ceases to boggle my mind with some of their terrible game design decisions.

I feel like I should comment here about this. I just gone through this process and unlocked all the allied races.
I had done the achievements on a Horde character. I swapped over to an alliance char who hadn’t unlocked mechagon and Gila Crosswires was NOT at the Alliance Embassy.
Talking to people in discord communities, this apparently broke as of 10.0.5. In order for me to unlock mechagnomes, I’ve found that I had to redo everything on an alliance toon.

my question is I didn’t buy/skipped BFA expansion, only have DF, will I still be able to do unlock this?

Just unlock them base line at this point.
I am trying to unlock dark iron dwarves, and I have no clue what I am missing to progress, as any written guide seems to be off.

You should be able to, yes, as you have purchased all expansions upto and including the current expansion.
I worried since I tried to hunt mount alpaca in Uldum, but I can’t even find the green to feed, in the “present time”, along the river, nothing, so I just thought maybe without buying BFA it’s different for me…
I will be interested to do the quests, but can you do the final 5 men dungeon? at this time I doubt there will be any queue
You can skip the dungeons - just talk to the quest giver again and there will be an option along the lines of “I trust you to handle this” and you will get credit.
EDIT to add - I just unlocked all allied races, and I could skip all the dungeons.
