Well, it’s not the same thing as already stated several times.
Player wins loot - player then decides what to do with the loot in his possession within the confines of what the game allows.
Is it kind of crummy and goes against general raid etiquette? In my own personal opinion, yes - but not breaking any rules.
Folks like this often find themselves on the wrong end of an /ignore and find it hard to find others to group with.
