Citrine Gem availability adjusted in 11.0.7

With a change that is now testable on the 11.0.7 PTR, Siren Isle Citrine gems are Warbound-until-equipped.

This will allow players to spend Flame-Blessed Iron to purchase gems and send them to alts.

Can we upgrade them first, and then send them to alts?

Note: this doesn’t seem to be universally applicable. For example, I have unlocked all 4 gems available today on multiple characters, but only one of them is purchasable from that vendor.
