A warrior can reactively press spell reflect against casted abilities or one with travel time. Instants are the only exception to this.

Channeled, casts, and instants fall under different mechanics - I’m telling you; warrior can reflect spells that have a “travel time” associated with it. Sticky tar bomb is one of those spells, you can react to it - I’ve disarmed thousands of warriors of the last 3-4 years.
You can’t reflect spells/projectiles already in the air. The reflect also last until the buff is consumed, which means if i cast a chaos bolt intonreflect, then conflag to consume the reflect, both will be reflected, since the chaos bolt was still cast into the SR buff.

I’m an AD gamer because Q and E are prime real estate for keybinds.
That being said, stopcasting is better for faking because it’s instant, whereas movement needs to register in the server before it cancels the cast which means its double subject to latency.
sadly that system don’t work, because everyday are more and more, monitoring the game was a lot more efficient, but for that blizzard need a lot more Gm, and they must be hardworking people, somethig that today, well…
You are making this more complicated than it really is.
The server doesn’t really care about message timestamps because those can be forged. The server only cares that the message arrived and is valid.
The server updates the world simulation (and process player commands) in discrete, regular ticks (except under heavy load). If your message arrives too late, then too bad for you if a kick landed in a previous tick.
If a kick command and a stopcast command are processed on the SAME server tick, then it probably depends on the entity processing order (basically you get lucky or not if your character is processed first).
If you lag and you send a stopcast, the server will see that you are no longer casting (because you were kicked) and nothing will happen. There is no “preference to give to”. Kick action was processed way before stopcast arrived in your scenario.
Juke bots may exist, but they use heuristics and have no guarantee to be successful 100% of the time, because kicks have zero travel time, when the server reveals a kick was cast, it’s way too late to issue a stopcast.
Real gamers play with their biggest defensives on Q and E and use shift Q and E to strafe.

Normally this is the case, but sticky tar bomb and traps are different. Freezing trap will be reflected as long as spell reflect is up when the freezing trap lands. If you have spell reflect up when the trap is thrown, but it falls when the trap lands, you will not reflect freezing trap. Sticky tar bomb is somewhat similar, but not quite the same as either a regular casted spell or a trap. If spell reflect is active when sticky tar bomb is cast, it will immediately reflect and disarm the hunter, also applying 4s debuff after which sticky tar bomb will then explode onto allies nearby. However, a warrior can also spell reflect after the tar bomb is cast and in the air, and it will then reflect when it hits the warrior.
That’s how I understood it to work as well, and what I’ve observed. Good to see evidence of it despite a “decade of experience”.
EDIT: Just tested this with my warrior buddy, and we’ve confirmed it is indeed reflectable mid flight.
