I’m okay with Charge having a 20 second cooldown because Blizzard doesn’t want us to be too mobile, but it sure would be nice if the cooldown reset when you exit combat.

We are getting Intervene back, I don’t see a need for us to be ultra mobile. Bladestorm and avatar are both used for mobility half the time anyway.

What if charge reset the cooldown on leap, and vice versa?

Charge resetting out of combat will give NEs a double charge via Shadowmeld… i am down with that however that’s OP.
You can blame the NEs for this not being a thing.
