Fix for Bind-on-Equip items in Midnight

Update 4:50 p.m. PST February 27 We deployed hotfixes to address issues with Bind-on-Equip items. Items that needed to be adjusted should now work as intended, and gear that is intended to required a player level below 90 should have a required level appropriate for its item-level. Gear that was earned by players themselves and equipped, should once again be wearable. Items that were generated by level 90 players and is around item level 200 will still have an equip requirement of level 90. T…
