Well, since we really don’t like the Highborne and are especially mistrusting of Highborne who hid themselves away under a dome from the world for 10,000 years and who - under that dome - peacefully co-existed with Legion forces you would be inviting a race that was not at all happy with yours.

Well, aside from the fact that the NEs did allow the highborne back into their society (hence you can be a NE mage), that’s more of an argument for why they should’ve been Horde from the start. Prior to BC, there weren’t any elves of any sort in the Horde ever, whereas the Alliance had HEs that were still a part of it.
