Blizzard is creating what is essentially a hard class system in which raiders have access to deterministic loot and M+ players don’t.

Again… is there a particular reason these people can’t go run LFR?

Players can purchase Mythic and Heroic gear but will require the associated boss to have been defeated at least once in any difficulty to purchase Hero track gear and at least once in Mythic difficulty to purchase Myth track gear.

The Puzzling Cartel Chips system will still allow someone who only does Normal mode of Liberation of Undermine to earn, for example, a House of Cards trinket at Item Level 672 once it is fully upgraded.
