You need the actual base legendary item of a higher ilvl to upgrade it.
A 190 base item will get you a 190ilvl legendary. To upgrade that to a 235 or 262, you’ll need a 235 or 262ilvl base legendary of the same slot plus the difference in Soul Ash/Cinders to upgrade it.
