I can confirm make sure any WoW Voice Proxy is closed in task manager and try again worked for me just now

Ending the Voice Proxy process worked for me as well, thanks. I didn’t find it under “Processes” tab. I saw it in “Details” tab.

Also the WoW voice proxy thing can show up in the World of Warcraft folder if you’re getting errors. I found two proxies in my WoW folder. I deleted one of them and that’s what fixed my problem. Cleaning the cache might also help and doing a full repair too and restarting. If it’s not showing up in task manager for anyone. Please check your WoW folder asap if you keep getting errors. Because the proxy wasn’t showing up in my task manager. The only way I found out was through my WoW folder. Hope this helps.
For everyone having this issue, there is a simple fix. Everyone probably has already tried the simple fix. PLEASE DO NOT TRY TO UNINSTALL/REINSTALL!!! Simply LOG OFF your PC then log back on. Open the Blizzard launcher and WoW will automatically start to update. I have done this on 2 of my computers and it worked just fine.

Thanks for the info here. We’re aware that voice proxy can get stuck open like this sometimes, which does mess with patching. Going to repost information on how to do what Sylania recommended to give it more visibility.
If you get this error, you want to open your task manager (Ctrl+Shift+Esc by default) and open the More Details option (if you’re on Windows 10 and haven’t already opened it.) Scroll through the list to try to find WoWVoiceProxy. Right click this and End Task, then retry the patch.
We were working on this in another thread a few days ago if you’d like to read some more.

Had to create a new profile on my Windows 10 to get updates working again.
Thank You!!! I did that and boom fixed. Why they do not provide this in the “fix” for the error is beyond me!!!

As of June '20, this still works.
Force closing the Voiceagent, Updateagent, and all other blizzard apps, then open the launcher worked!
Blizzard put a darn checker in your Launcher to close those processes before running an update WTH!
This Did not work for me. Have tried every suggestion here and elsewhere multiple times and nothing. Launcher wouldn’t patch so i tried to reinstall. When i try to reinstall it gets stuck on updating blizzard agent. Have done literally everything out there to try to fix it. Please help if possible.
