Are you in Chromie time? If so, try disabling it.
Chromie time does some weird things, it wouldn’t let me port into molten core either.
I have the same issue and I quit wow right after. I came back and its still bugged. Tried all the workarounds everyone has posted and nothing helped. This happened after I faction changed from alliance to horde on my DH. I have done the BFA intro quest on both alliance and horde. The only response I got was try abandoning the quest and try again…

It’s not just old characters that have done the intro quest. I’ve done it on both Alliance and Horde back when it was current. My latest alt wasn’t offered the skip. I assumed I’d just missed it when it was offered and did the scenario anyway (and I agree with the OP, it’s a pain in the… even if it’s not QUITE so bad as the original as you know where to hide away - though I did die once due to not running fast enough at the final phase).
However, I’ve just started the quest from the warboard (I wanted the ones for MoP and WoD as I like to have the garden and garrison for professions) on my L19 Undead Warrior that I’d levelled through Brill (and not in Chromie time). No skip. I declined to take the quest to pick up the poison.
Edit: After reading the rest of this thread, I then accepted the quest to pick up the poison, and, as Ravenhawk suggested, talked to Nathanos before getting on the Wyvern. He offered the skip. Many thanks!
