Can't get rid of Astral form when talenting into Moonkin form as Resto spec?

I know how to get rid of Astral form if I’m Balance-specced - I just buy a dust of appearance. But no matter what I do, if I talent into Moonkin form while specced Resto, it won’t give me the option of Moonkin form. It just always shapeshifts me into Astral Form when I want to do damage as Resto. I have removed all my Astral form glyphs using vanishing dust, so that can’t be the case.

Is it a bug? Or are we meant to use Astral form instead of Moonkin form when doing ranged DPS while specced Resto?

Just to confirm, did you use the disappearing dust on moonkin form while in resto spec? Glyphs are applied per spec.

If you did, this seems like a bug.
