I read you need to get the quest Titanic Rumblings from Dagran in Dornogal by the delvers area. Dagran has nothing for me on any of my characters. I even ran an overcharged delve with my warrior and nothing. No belt.
What am I doing wrong?

on a serious note, idk it was there in the gazebo delve quest area for me 
I disabled all my addons and reloaded and still nothing.
Hmmm I would open a ticket next imho. Something is going on there
- Accept quest in dorntiwn from Dagran.
- Go to O/C delve.
- Use console.
- Complete ALL quests from console until belt appears as reward.
- Do last quest.
- Get belt from Dagran In dorntown.

He’s kinda hiding just outside not actually under the area. Took me a sec to find him.
just open the suggested content tab and it has the quest in the huge box

Yea, I didn’t see a quest in town and did an overcharged delve first without the quest. Then I looked in suggested content and accepted the quest from there and did the chain that way.
On alts once you’ve gotten the belt on one character the other characters start the quest just at the point where you get the belt so you don’t have to do the entire chain each time.
