I can’t do any delves above tier 3 on either of my level 80’s despite having fully completed the campaign quests on my main character.

My little brother is having this same exact issue.
He fully completed the campaign today, he’s level 80.
Every time he tries to set it to tier 4 it tells him he has to be 80 and complete the story campaign. Even though he has the achievement for completing it, the earthen race unlocked, and no campaign quests left.
We’re hoping that it’s some time lock BS the way they did a bunch of the campaign quests, but who knows. They released literally zero information on the requirements and this would be the most stupid choice if it’s time locked.

We found the solution.
Even though it gives the message about needing to be 80 and needing to have completed the main campaign, the real issue is that you need to complete a tier 3 delve AFTER beating the campaign. If you complete a tier 3 before you finish the campaign it doesn’t count. You have to do it after and then it’ll let you progress to tier 4.
So dumb.
