Can't complete Challenge Accepted quest on Level 120 Character

I can’t complete the Challenge Accepted quest on my level 120 character.

I click the banner in Ur-Bataar’s camp to set it ablaze, but Ur-Bataar does not appear. I also tried using chrome in Vale of Eternal Blossoms to set back to an earlier time period, but that still doesn’t work.

I need to complete this quest so I can complete the " Tricks and Treats of Pandaria " achievement this year. Without this quest done I can’t complete the candy bucket in " Kun-Lai Summit, Westwind Rest " as the town is still destroyed and burned.

The only thing I could possibly think of is you might be phased. There is a quest you can pick up for the invasions that involved having to go to Kun Lai during the mogu assault. if you have that quest in your log still. It could be blocking you from completing the story quest your trying to complete.

Looks like I had started the “Mogu at the Gates” quest line but never finished it. That is the reason I was phased. Once I complete that quest line I was then able to complete the “Challenge Accepted” quest.
