Cannot Complete "Lakeshire's Last Stand" if all windows are boarded up before warning citizens

Quest: Lakeshire’s Last Stand
Objectives: 1. Board up 4 windows. 2. Warn 5 citizens. 3. Warn Family.

Problem Description: If you board up all 4 windows before warning all 5 citizens, you can no longer warn any citizens.

Workaround: Abandon quest. Obtain quest again, and then warn all 5 citizens before boarding up the 4 windows.

Yep, just experienced this myself. There’s no dialog option when interacting with citizens so you can’t get quest credit. Abandoning and completing all 5/5 citizen interactions first before windows does seem to be the workaround.
