Can you boost a level 70 character?

Can you apply one of the enhanced boosts to a level 70 character and get all the “extras” like 424 gear, rep boost, etc?

Has to be below 70 to work.

But did you try twice??

I refuse to name names and have an innocent get harassed, but I know a person who Boosted twice and is now level 71. They claim BG’s are boring, but their undefeated.
