Azure Span. You’ll find his quest once you eventually reach the Tuskarr main area. Just go thru the main story and you’ll get there

edit: I’d advise doing the main questline up until that point first for context and to make the quest even better. Not to worry as it WILL take you there so it’s not “out of the way”.

Yeah but you gotta go thru the main quest to get the context for his quest so don’t bother just rushing to that area on your dragon.
