Not one thing about this statement is accurate. It is possible to draw a perfect circle, for one thing, and they have entire competitions surrounding it (which people do win) in terms of speed and technique.
Also the difficulty has nothing interesting to do with your wrist in the grand scheme of things. At best the reference to the wrist is a misdirect - drawing, in general, involves the shoulder, elbow, wrist, and hand. The wrist is just one of many steps in the process, and not the roadblock.

I don’t know how I feel about that.
