We really don’t have an answer for this that I know of.
Blizzard hasn’t been very clear on if they can even turn more high or blood elves into void elves. Its kinda hinted at in the Rift there but nothing really says it.
Knowing how they make more Void Elves and what happens if they have children would go a long way to kinda solidifying their current state.
