By combining Strings of Fate with Polearm of the Beast, ranged Hunters essentially have a legendary-level setup. Their bow is their primary source of damage, and the polearm provides excellent secondary stats and synergy with their build.
Meanwhile, Elemental, Restoration, and Shaman tanks have been completely left out of the legendary conversation in Season of Discovery. Hunters have seen two legendary-tier weapons, while these Shaman specs have received absolutely nothing. If Blizzard wanted true class balance, it would have ensured that every spec had access to a meaningful legendary, rather than doubling up on options for Hunters, Warriors and pallys.
