Made first new character then boost lvl up.
Just what
Character can’t fly with flying mounts.
Why?
What zone are you trying to fly in?
Are you trying static flight or dynamic?
Some of them might still require a Pathfinder achievement.

If you’re looking for Dracthyr flying?
The ability you’re looking for is called “Soar”.
Might be under the “general tab” of your spellbook, rather than where the class abilities are. Has a cast time, but gives you a good vertical boost that other flying mounts don’t… at least for the dynamic flying. But yeah, you can’t just jump up and fly. You do at least get a free slowfall with the wings (Glide), regardless of class.
Pathfinder is also an unlock requirement for some things, though I’m not sure it’s all flying or just “steady flying” now.

Need more info in order to provide help.
Flying is currently backwards, you get minigame flight at level 10 and actual normal flight at level 20.
If you boosted and can’t fly there is something seriously wrong because you get it automatically now and do not have to buy it

Do you still have to click through all of the flying talents? If this is a brand (i.e. very first) new character?
Yes. All of the flying talents.
If you’re trying it in Silvermoon or another legacy no-fly area that may be part of your issue.

Aren’t boosted characters automatically sent to Stormwind/Orgrimmar?
Sounds like you need to go to the Dragon Isles trainer for dragonriding talent unlocks.
But I’m having a hard time deciphering any of this.
are you trying to press those buttons?
those are passive effects.
you have to be on a sky riding mount for those to take effect.
if flight style is set to sky riding and you are on a non sky riding supported mount it will not work.
*note, you can not push a passive effect. its not a clickable button.

have you logged all the way out and back in?
some times things dont fully update unless you go all the way out and back in.
Edit: also note that a boosted character will often have a lot of useless buttons added onto the bar. you are also likely to be missing a lot of buttons.
Remove any passive icons from the bars and then go to the spell book and add the active buttons.
you should have more than 3 active sky riding buttons.

My other characters had more than 3 active but my new character only 3 active.
i’m sure somebody sorted this out by now, but it sounds as though you are looking to switch flight styles, which is found in your spell book under the general tab under skyriding. you’re wanting regular flight mode and not the extremely fast flight mode. Allow me to apologize to everybody who is giving you a hard time since English is obviously not your first language.
