I WPvP’d in Nagrand until WotLK prepatch and was never short of people to fight during peak times.

Something can be imperfect but also be enjoyable. Flying impacts WPvP negatively, but that doesn’t mean there is zero WPvP to be had. There’s objectives built into TBC for WPvP, there’s materials to farm in the open world with farming spots to compete over, and at the tail end there’s an entire zone dedicated to WPvP.
