Currently all items with suffixes that are green are unable to drop its max Stat for example 7/7 level 29 shoulders will only drop 6/6, also the dungeon gnomregan is dropping charged gears with a main stat of +12 which has never been in the game before and it is also dropping 7/7 of its suffix. The emissary cuffs from the rare are always dropping its perfect stats of 6/6. This is applicable to all dungeon blues and greens.
