This is in the hotfix notes today, but it’s only partially fixed:
Fixed an issue where some Horde characters could not see the refugees from the Undercity in Orgrimmar and some Alliance characters could not see the refugees from Teldrassil in Stormwind.
SOME of it is fixed. I can now see the Forsaken NPC’s on top of the Orgrimmar gate. However, I cannot see Isabella in Grommash Hold, and Saurfang is also still there despite being dead by this point (this character has completed the War Campaign).
So overall it’s mostly fixed, but Grommash Hold is still phased incorrectly. This makes it impossible to turn in The Lord Admiral’s Lament (Isabella is missing).

This bug is still not fixed, the NPC Isabella is still missing and the quests “Bloodied Sentinel’s Glaive” and “The Lord Admiral’s Lament” are still impossible to be completed.

This bug is not fixed yet, Isabella is still missing and the quests “Bloodied Sentinel’s Glaive” and “The Lord Admiral’s Lament” are still impossible to complete, it’s been a long time and Blizzard is not able to fix or reply to the issue

Picked up the quest next to Lor’danel in Darkshore today, went to Grommash hold where the quest marker is for Bloodied Sentinel’s Glaive, no NPC. Thought she might be on top of the hold, outside the hold on the side, ultimately ended up here and can confirm this is still broken.

Quest turn in shows her in Grommash hold, but no NPC.
Bloodied Sentinel’s Glaive is impossible to turn in.

Can confirm this is still broken 2/26/23. Question mark icon for turning in quest is on the map but no NPC in Grommash hold to talk to.

Still can’t turn in this quest. It’s been FOUR years since the first report of this bug in other threads and still nothing is done about it.
