That’s reassuring, hopefully that means it’ll get fixed soon.
it is still not fixed but I got an answer from a ticket I made about it, they are aware of the issue it will probably require a hotfix but no estimated timeframe when. Then I was asked to create a post on the bug report forum for it so that it can be prioritized.

I can confirm that this is still not working properly. Just got Devouring Cold this morning on my Prot Pally from the great vault and it will not switch to the back option. It is stuck on my hip. sadface

If anything proves that they don’t actually read the bug report forums, it’s asking someone to create a thread about a supposedly known issue on the bug report forum when several already exist.

Bought Devouring Cold today with a Dinar.
Can also confirm that this bug is still in place meaning there is no way to transmog it onto your back.
Hopefully we get a hotfix soon!
Ok so i wasn’t going nuts on this one…its a bit annoying/sad i was confused as to why its not working.
Another weekly reset without a fix, I’m starting to think Blizz has no intentions of fixing it …

Hopefully it gets fixed. Managed to get both LFR and N in vaults and have them both in bag ready to be used so I can have the back sheathe for my DK 
Bought Devouring cold with a dinar as well. The item’s on-use effect is still bugged. I also tried it on DF beta and it was bugged there as well. Please Blizzard fix this!

Still Presently bugged. Lets face it they’re not getting to this anytime soon lol.
I guess that kind of makes sense, since they’re just copying live data and adding on top of it.
Unless other bugs that are live now are fixed in the PTR, then I’ll be sad.

Bump for a fix. Spent my dinar on it. 30 bosses for a broken mog doesn’t feel great. Blizz rep refused my refund of the item.

Submitted a ticket about this and Blizzard didn’t even respond to it after multiple days of waiting. They just provided the below response. Yikes.
STILL broken after this weeks reset.
