Quest marker has a DOWN carat, so i search belowdecks. Nope.
I log out and log back in again, same resilt. I exit game and the carat is gone, restart and there she is…on the UPPER level.
Quest marker is wrong.

Yep… Same thing happened to me. I still haven’t found a solution… Will update if I do and I just put in a ticket as well. Let me know if you figure it out.
Really sucks to do this whole ridiculously long quest line only to get bugged out on the last few minutes of the chain.

To anyone with this issue in the future, I made jaina appear by swimming back to shore and re-taking the rowboat u took to start the brother pike cinematic.
