I don’t think priest needs more utility - I think priest is fine the way it is.
But I do think other classes need less utility. Priest is defined more than anything else by the fact that it can do very few things and the things it can do are very narrow in their application and Blizzard is on record that they think it’s important that priest has defined gaps in its capabilities.
Blizzard needs to apply that design to every class. Every healer (except priest) should lose a dispel class. All healers (except maybe shaman) and maybe half of ranged dps and a few melee dps should lose their kicks. Every class should lose 1-2 of their CC tools if they have more than one. Mage should not have Mass Barrier or Ice Cold. Evoker should not have Rescue without Leap of Faith being buffed dramatically or priest being given another comparably powerful tool. Every class except maybe rogue, DH, and DK should lose somewhere around half of their mobility.
There is no excuse for classes like shaman having numerous AOE CC abilities, the best kick in the game, one of the best buffs in the game, Bloodlust, and numerous unique tools like Earth Elemental, Mana Spring, Wind Rush, and Reincarnation when other classes have little to nothing.
This is one of the most egregious double-standards Blizzard has displayed. There are so many classes with baseline tools for individual specs and yet shadow has none of them baselined. Blizzard’s excuse is that only shadow gets those tools, but fire mage doesn’t have to talent into Cauterize or Hot Streak, and those abilities are very exclusive and very powerful.
