Right. There are 7 or 8 worm spawn points in the cave.
A lot of the quests there are more mobs, we just need to think 3 dimensionally, while underground.
The one where you needed eyes from the fish-men in spiderland a week ago was another one. People were complaining there were only 3 fish-men spawns. That’s on the cliffs. There were way more in the lake. (fish-men. go figure.)
PvP happens so rarely on my shard outside of the actual PvP world quests or supply crate drops that I am actually shocked when another player attacks me. Plus while leveling alts the extra 10% XP and PvP talents are nice.
But yes, people should only do this if they are prepared to PvP. I hope that part would have been obvious.

There were about three in the cave. I don’t know where they primarily spawn, but they weren’t spawning fast.
The wq in Dorn for killing nerubians and the WQ in ringing deeps run into the same situation.
Both have tunnels.
That’s where you get the quest done.
Just did WQ in Azj-Kahet dye baths. People just flying in circles (myself included) waiting for a mob to spawn.

I noticed in the deeps today that several side quests were the same ones being used as world / daily quests.
This caused the exact issue OP is refering to.

What ilvl is the diminishing returns for WQ loot now?
I haven’t seen any for gear over ilvl 564. Is that where it tops off, or will it go higher eventually?
We used to get at least one a week for a higher ilvl epic, in previous expansions anyway.
That one is crazy low spawn rate for some reason.
Yeah someone did not consider spawn timers with these quests. Ive left some completely because of wasted time.

The first time i experienced this was with the worms and I just assumed it was bugged. Seems intentional now. Padding that play time.

If they want to make the quests more convenient for regular players to complete without enabling hyperspawn shenanigans, they need to introduce phasing. Players that haven’t completed the portions of a quest which involve killing a bunch enemies are in the “hyperspawn” phase. Players which have completed those are in the “non-hyperspawn” phase.
