Unfortunately an extreme minority complained and got it changed during the D4 promo event. It was such an unbelievably minor thing and they had to go all “fun detected” on us. This really is a stereotypical example of the problem that exists with the management at Blizz HQ.
Although I will clarify for the OP that it hasn’t been removed. It’s just been given an internal CD. Still stupid though.
I’m sorry, but “Sunflower” is too subversive and dangerous for people to just be able to summon.
The Odd things they “fix”
All I’ve learned from this thread is some people have genuine PTSD from that singing sunflower.
It’s always a dracthyr that says stuff like that too.

BlizZard spends more time removing fun than fixing an Assassination tier set bonus that has been bugged for an entire expansion for the most part.
Let me propose a compromise…
The Sunflower can start saying Sunflower again, provided they introduce a new toy called “Roundup Sprayer” that can be sprayed onto said Sunflower which then you observe it wilt and die in a hideous manner complete with desperate whiney, chokey sounds.
“I am not having fun unless I can spam sounds a large group of people are forced to hear and dislike” is a heckuva take.

IMO that’s a silly reason to remove it, and I hope they at least bring it back so the summoner can here it.
Just saying, at one of those diablo goblin events in stormwind I started the craze of getting on the tree mount and shaking the branches so the pinecones fall. Eventually we filled the entire area with creaking trees. Then someone complained. We all explained they would be gone the instant the event started. And they were. There was no griefing going on. Personally I think social contagions like that are pretty funny.
I have the sunflower and did not know his voice was removed. Hope it comes back.
This is true, they do spend more time removing stuff that is unnecessary than they do on fixing the game.

it was cute when lil-xt would scream across the entire zone 
the train was changed (along with the train wreckers being a thing)
piccolo of the flaming fire was changed
i mostly play with sound off, but those sunflowers should ALWAYS be yelling “sunflower” and dancing, and singing about how there’s a zombie on its law-awn.
it’s what it was intended to do.
Can’t really argue with that. If its only driving you crazy then more power to you. 
Once again the playerbase ruined something because they need attention.
