People are still having issues with this. Is there an ETA on a fix?

I still can’t get anything after level 25…
Sooo this was noticed back in Oct. And here we are in Jan and it’s still a problem… Way to go Devs… you are really on it sarcasm Either change the requirements (advised to allow returning players like myself to enjoy the experience) or make the requirements known so I don’t have to go searching in forums : /
I guess ill go back to Legion Expansion until lvl 25?? shrug

I created an in-game ticket. This is what I got from Game Master
After checking into it, the functionality of the scouting map does appear to have changed a bit with the most recent expansion. When you are under level 50, Tiragarde Sound will be the only available quest line until your character reaches higher levels. Additional zones unlock when the character levels up, and that does not appear to be a bug. What your describing appears to be consistent with the current functionality of the scouting map.
Looks like this bug is a feature now.

I am having the same issue with my level 20 character. Is there truly nothing we can do except go to another expansion?
Wait. So we can’t do ANYTHING at all with the scouting board after Tiragarde Sound until lvl 50??? Then what’s the point of even trying to do the BfA stuff to progress into Shadowlands??
Well, I could see next quest line, Drustvar, at level 25.
I hope this level 50 is typo and I didn’t try to correct as it was already too much ping pong on the ticket which I created.
If you’re only level 20 there are more quest you can do in tiragarde.
Apart from that you can run dungeons.
you have to be level 25 to get the 2nd zone to open up as available on the scouting map.
Why is this still a problem Blue?!
Just show the damn scouting map quests with the “error/problem” as to why I can’t accept. Having to search for the reason outside of the game is so immersion breaking its not even funny.

Yep… happened to me and my buddy. He’s totally new to Warcraft and… we now have to do the extremely boring and trivial quests around Tiragarde Sound in order to level him up to 25 so that we can progress…
It’s a good thing that he wanted to go to Drustvar before Stormsong…
Holy crap. Guys, fix your game.
The filler quests are nowhere near as fun to do as the main campaign… and I feel embarrassed to tell him that we need to go do another expansion until we’re 25 to continue this expansion…

I’m max level and I can’t complete Proudmoore’s Parley or the Drustvar start quest. Neither NPC is in the area for it

Problem still hasn’t been sorted out… I’ll try grinding to 25 to see if that fixes things… see if maybe that helps some
Can now verify that reaching a certain level is what is needed to make the map work
