Most likely. Again, not a super lot of information has been revealed, we might spend little to no time directly in and around SMC, we might spend two thirds of the expansion there. But it is being touted as a major feature of the Expansion.
At this point, I can’t trust any information that they say. Too many sources say different things, backpedaling, or saying otherwise. I feel the only way to discover the true conditions is waiting until the Beta pops.
Gamescom was a mistake for multiple reasons. One of which is communication.

I’m up for a Siege of Stormwind raid. Some decent Alliance transmog would be fantastic for a change. Haven’t really had much Alliance themed raid gear since Dazar’alor.
Dalaran was an Alliance city that went neutral to give the Horde a capital in Wrath. As of Vanilla, the Kirin Tor were still Alliance friendly, and Horde hostile. In fact, Horde players had quests to kill Kirin Tor NPCs.
Dalaran later went back to being Alliance in MoP. After that, the Council of Six voted to allow the Horde back into the city for Legion. Mind you, the vote was NOT to leave the Alliance and become neutral. At that point, Dalaran was an Alliance city, and Alliance players did not have 100% access to it, as the Horde section was still Horde exclusive.
What separates Dalaran from SMC in Midnight, is that Dalaran was never a racial capital. It was never tied to the player character’s identity in such a visceral, fundamental way. We also never experienced a Dalaran that was 100% Alliance.
I can see why Blood Elf/Horde players don’t consider it an equivalent comparison. As I said before, Blizzard dropped the ball here. No one raised much of a fuss when we learned neighborhoods will be cross faction, but those are new.
At this point I wish Blizzard would just allow every faction city to be open to both factions. Slap a RP debuff down and call it a day. They’re not about to walk back on SMC for the expansion city, and some players won’t be satisfied until they feel that parity has been achieved.
Just know what goes around, comes around.
This is how Blizzard plans to handle content now - majority will be available for everyone even at the expense of race/faction identity.
Silvermoon is the prototype to see what they can get away with and will be the template they follow when it’s time to revamp Ironforge and Stormwind.
I couldn’t care less if Horde players could explore the entirety of a revamped Ironforge/Stormwind, to be honest. They’ll already be my neighbors with player housing.

Some of us feel that exclusive city access is part of the race/faction identity.
But all that is going away as Blizzard optimizes for content production efficiency.
Well, I’m sure there will still be the old capitals accessible via Bronze Dragon NPCs, just like old SMC can be accessed by one come Midnight.

Its how silvermoon was in tbcc on grobb at some point. So a return to the old ways.
a few months in, no major guilds even came to save this on city runs. Lor’themar dropped easy like headless horseman really. horde saved org, not a dead city with at most 10 sub 20 levelers in it lol .
org has level caps who will come to hit the bank,ah…and stay 15 minutes to hit the fight.
Slivermoon…all are gone by 20. and those who stayed to see big pvp form up…now actually leave. or stealth up. I stealthed to watch them on BE rogue. Basically a lor’themar kill speed run. I was that bored and seeing alliance tear the place up was interesting at the time.
why even have a horde at this point
Someone has to get the designed “Dumb villain” bat when the devs cant think of any actual villains for us to fight!
I thought that Silvermoon and all of the surrounding areas was being completely redesigned. Like, maybe, we don’t know what it will look like?
See, normally that would have been the response. Unfortunately, the blizzard reps at the convention decided to open their mouth, first stating the alliance would be in a “Small” (note, SMALL is not 50% people.) encampment safezone, surrounded by a KOS city. Then Ion said it would be “Two encampments” with no real statement on the size of the main city, now its 2/3rds NEUTRAL (Where people are getting alliance controlled I have NO idea, its not like they’re being kicked out or killed on sight) while the horde gets a dedicated 1/3rd enclave.
