Blizzard why are people getting saved in firelands while no bosses are killed

Trying to fo branch legendary quest (Delegation quest) and got saved while going to Rhyolith. WHY? MAKES NO SENSE. No bosses are killed!

my group pulled that same area an never got saved, unless your doing it on heroic.

it won’t matter if you’re doing it with your guild. I was trying to pug and pay people for their time.
