Again, I think you are wrong. As mentioned we already have the fairy tale short story collection, which while it is a very questionable lore source, is decidedly focused on new charactrers/B tier characters.
Grimoire was written from the in universe perspective of Ta’lora. The Kalimdor and the EK books were using Matthias/Shaw and Rexxa/Zekhan arguable D-B list characters in WoW.
Even Before the Storm managed to at least give some background highlight to certain NPCs.
