9.1 PvP Gearing and why it is BAD

You can have one set IL for all rating like have the conquest set be normal raid IL outside of pvp combat and then have it scale to 259 IL in pvp combat bgs arenas etc. I believe 259 is the HIghest IL gear in 9.1 outside of Legos I think you can correct if wrong. That way it won’t be better in higher difficulty pve applications. PTR PVP gearing changes: Swing and a miss

Looks like 9.1 will not be worth coming back for if anyone was counting on WoD gearing. Pretty sad that so much community feedback was essentially ignored, or misunderstood here. It looks to be a change just for the sake of PVE, missing the point entirely on how bad rating gating is for PVP.
