Paid transfers existed back in Vanilla: PvE to PvE, PvP to PvP, PvP to PvE.
Blizzard said they’ll probably introduce them at some point, no ETA given.
You could go from PvP to PvE in Vanilla. PvE to PvP happened at least by Wrath. I know because I was able to transfer a character from The Scryers (RP) to Ravenholdt (RP-PvP).

PvP to PvE and vice versa was never a thing, and never has been. All you have to do is think for a few seconds about the consequences and it becomes clear why. Nice try with the fake news delivered with false authority though.

Dalvengyr is a US-PvP World of Warcraft server created on April 10th, 2006. Created as an overflow server, many of its players hail from three larger servers including Alleria, Hellscream and Whisperwind. Dalvengyr was one of the first servers to allow PvE to PvP server transfers to entice players to populate the realm. Only three guilds stood the test of time since its creation in 2006 - stalk and kill, Fate and Blood Wraiths. The server, although constantly bumping between low and medium population, has a rather large community to support several raiding guilds.

Yeah. Some of the people who got me into WoW transferred from Malestrom (RP-PvP) to my first realm Kael’thas (PvE).
I actually didn’t know about this, so thanks for pointing it out. However, it’s a special case in that it was an overflow server and the cross PvE -> PvP transfers (notice it’s not the other way) were not paid. The express purpose was to bleed off overpopulated servers into a brand new server.
What is being asked for here are generally available paid transfers between the different server types. That was never a thing until the rampant devolution of the game much later into the mess that is now Retail. It was actually brought up during Vanilla and categorically denied by Blizzard in blue posts (from memory) that no longer exist on the new forum.

I understand this is your perspective because you are not time poor, but many of us are. While players like yourself may have very few real world commitments and be able to level multiple characters to 60 with ease, many of us cannot. Just understand there are casual players helping play Blizzard’s bills too.
What are the consequences? The way see it, the people who want to leave for pve won’t play if they aren’t having fun. Blizzard opens paid/free transfers and they keep these people playing and paying.
Classic is a set, known quantity. It is not a liquid, in-development GaaS game. It is what it is. It takes time to level and gear, and that task is made significantly harder on a PvP server by factional resistance. The communities on PvE and PvP servers are starkly different, as can be seen by casual perusal on these forums. Allowing continual transfers between them - apart from deviating from what was available in Vanilla - undermines those communities.
But the most obvious consequence (though there are others) is really the only one that needs to be stated:
Players will level to max on a PvE realm, gain all the gear they wouldn’t be able to in the same time on a PvP realm, and then transfer to the PvP realm. The entire purpose, economy, and gameplay value of the PvP realm has just been undermined (and that on the PvE realm diluted), and you’ve pissed off PvE and PvP players on both servers. Actually, you’ve completely broken the whole concept of persistent community - one of the major differences between Classic and Retail.

Originally released during vanilla
On offer were:
PvP - PvE
PvP to PvP
PvE to PvE
Once you transferred you COULD NOT transfer said character again for a duration of 3 or 6 months (cant remember which one)
This transferring time limit was the first ‘rule’ which was removed.
Much much later on (post wotlk) they allowed PVE-PVP
